After the design methodology of the last few levels; Take scene from movie, add henchmen and objectives then go. I really don't see why there couldn't have been more levels in the QoS section of the game (apart from the whole tacking it on latter part). If they can get away with altering the outcome of the plane bombing attempt, they should have been able to invite a few henchmen to the party in Bolivia.
Yeah, essentially this is the formula for Bond games, and it is what makes them both fun and goofy at the same time.
