The Storm Circle is a way to create rain in a region, filling up the rivers and cleansing the air of the industrial pollution. It was originally intended to have multiple purposes, such as becoming a massive surge weapon, a lighting strike that arcs from the circle to take out an industrial facility miles away. That design was cut yet the mystical feel of the final circle was quite successful.
