Your cute tadpole now has arms and may be more spherical depending on the game. Regardless, it's a slight improvement, aside from Speed, which remains the same. But aside from that, it's kinda rubbish, with all the stats either being kinda middling, or just bad, which is not what you want for a Water type. Movepool is bad, so TM it up and use all sorts of moves with, uh, with that terrible Special. Hmm, maybe just use a stone so you can get something more impressive, because this one just ain't working out. (heh, get it?)
