I have no idea why its tongue sticks out, but its probably because it's not that great. I mean, it obviously has great Defense. But that's about it. And that doesn't help against the Special moves. It also has pretty good Attack, which kinda works since it learns one Water move. And it's shit, but it can explode, so that's something. If you're patient enough you can have it learn Leer at 39 and then a move you can just teach it via TM anyway. So yeah, shove a stone in its face so you can get some good stats and some good moves.
