What is it with these Water types having better Attack than Special? Well, you'll be surprised to learn the goldfish Pokemon isn't that great. Let's see, barely any STAB, yep, dire movepool, yep, mediocre stats, yep. The STAB it learns via level-up, Waterfall, is not a bad move, per se, but really, Water types have no excuse not having Surf. Unless you have Hydro Pump. It doesn't even learn it until level 37, by which point it should've changed into something better. So yeah, skip.
