More literally, the ballistic missile submarines (SSBNs/"Boomers") hang out very quietly to ensure that a theoretical massive first strike that gutted the CONUS nuclear capability would not eliminate the entirety of US retaliatory force. Of course, SLBMs don't have ideal accuracy, so they're mostly good as city busters and not first-strike weapons, which is probably a good thing.
