A towed array is a string of hydrophones dragged on a line behind the sub. Because it's so big, and not directly attached to the hull, it's pretty sensitive and can hear sounds other arrays can't. I guess what they're getting at is that the sonar operators picked up this sound on the towed array, pulled it in, and also discovered that it's detectable on the other array.

The WLR-9 is an acoustic intercept receiver used to detect active sonar. This is where it doesn't make sense, since that is used for detecting high frequency active, not low frequency sounds from the ship. This whole 5 Hz noise debacle doesn't make any real sense, so it's a crap shoot as to what the way to solve it is.
