The tables show how much a character gains for each stat when they level up - for example, the protagonist gets two or three points of strength per level for the first 20 levels, then one or two for the next 40 - and where they're likely to end up. The Ending stat is a target, not an average, so while stat gains are random, if we for some reason actually cared to grind to level 99 (hint: unlikely) we should be seeing stats very close to the listed ones.

There are also different growth rates, but getting into that is way more complicated than it needs to be; if you're looking for a general idea of how good a character is at any specific thing, looking at their endgame stats should give you a pretty good idea. For reference, an ending stat of 60 is the lowest we're going to see, while 219 is the highest.
