I went ahead and pulled the 1st Dilemma for the future Ruler and it's something we can vote on immediately. There is going to be no resource movement as an outcome for this Dilemma so it won't influence Agenda picking. Normal voting rules apply - which means this is otherwise a normal vote. The time window is the same as the one for the Agendas.

Is it completely random? Or is there a method to this? :tinfoil:
