Panda's owner is a carpenter, a passion which he shares. He's built many things for the Hams, including part of the clubhouse and the Ham-Ham Fun Park! (He probably had a paw in Fun Land's construction too!)

Radar and Drizzle
They...actually don't have much importance outside of this game. They appeared in one episode of the anime that never aired outside Japan, and Radar makes an appearance in Rainbow Rescue.

Panda's Bridge
You can give Panda the boards and strap at any time during the game, even if you don't have all of them. Every time you give him a board, leave, and come back, he will have one more plank of the bridge built until it is finally completed. So, maybe not as lazy as you thought, Yapping Eevee!
