Compressed air actually, but yes, that's what noisemakers are. You generally drop them, then make a drastic change in course and depth and hope that the torpedo would rather continue looking at the big cloud of bubbles that sound JUST LIKE a cavitating propeller, than your actual propellers.
More modern Western navies also have the Nixie or something like it, which is essentially a reverse towed-array: Instead of streaming a big microphone out behind your ship, you stream a big speaker out and broadcast machinery noises.
Anyway, voting 3. Drop the noisemakers first, THEN make a break for it.
