If you haven't noticed, Ninjas are not fair at all. Ninjas hurt people, they hurt people, and they hurt people. Two Swords allows them to hit damage unheard of, and their high speed means they sometimes doubleturn guys. With Abandon and good capes, they're also very hard to hit, giving them survival in addition to their offense.
The low HP goes against their tendency to scream into the front lines, requiring support to prevent horrible death, and their MP/MA isn't good. No one cares, though, because ninjas are just too good at killing. I cannot emphasize that enough. Just with up-to-date ninja swords they tear heads apart.
On the subject of Two Swords Monk vs. Martial Arts Ninja, Ninja wins. The Speed is much more important than the PA considering how rare it is to not overkill something, and Hats give them the edge in stats and HP, and the move is 1 higher which matters a lot for someone who is melee-range.
In terms of style, I think Ninjas look better, but I guess Monks have more fans than I thought. I just like how intense male ninjas look.
