I resolved this issue by deciding that it was a design decision by the game designers to give the players a 30t Inner Sphere Mech, and the Firestarter name and concept was chosen. With the Raven at 35t, there was no need for a second Mech at that exact weight.
The Firestarter has an interesting place in MechCommander. In the Single Player campaign, we are given a -W to start with, giving us our most powerful initial weapon the PPC. And for the most part, that is the variant that most people will use in the early game until heavier Mechs are salvaged or made available through purchasing.
The -A version shows the use of normal Flamers on its design as the Heavy Flamers are a later technological development, set after the events of this campaign. I added Inferno rounds to the SRM to keep with the incendiary theme of the Mech, and CASE was made standard for it. The AMS was added at my discretion to fill out tonnage, rather than slapping on more Flamers.
