Resources and Stability change:

There currently are 9 cards in the Dilemma deck.
This card's effect is...situational at best even in regular play - skipping the first vote as Leader is rather powerful, but usually you do that to avoid overspending; so paying 2 Power to be able to do that is not that useful. I've tried to come up with something that would be similar for our game, but every idea was either adding a delay to the vote or too powerful. I think we can safely ignore this effect.
