I've double checked and it looks like, whenever something is only applicable to the signer, the bonus specifies "The Signer of this card gets X". So I would say that the Story bonus for the latest Witch Storyline should be applicable to any player.

In case of a tie, the order is based on the "nobility" of the House itself, determined by the "House Number" on your House Sheet (the highest the number, the highest the nobility).
