Tilly checked in again. I don't know if it's just something in the air but— her comment's kinda eerily prescient. I still am holding onto my 'Sun Haotian is founding a city' hypothesis, and there's no way she could know about the project... but it certainly qualifies. Has anyone ever tried to make a city before? Or a grand project on a similar scale?
Could such a thing be done, before now?

That said master keys are not the same magnetic cards as the customer cards, they are chipped smartcards. The master keys only use their smartchip reader and completely lack the magstripe of customer cards.
That seems clever. Prevents master keys from being trivially cloned.
