Traffic, traffic, traffic. So many traffic problems, so what can we do? In this scenario we're given a town with too many roads. And, to get rid of the traffic problem once and for all we need to just eliminate the roads. Several guides suggest not getting rid of all roads, but we can actually replace them with rail if we spend our money wisely, and don't replace every tile. After that, treat this scenario like San Francisco, and add new zones to spurn additional growth. This one is a tedious, but easy scenario.
